new case, massive static electricity

Hello, im not sure if my problem is the case so i will try to be specific:

Few days ago i bought a rather small case for my pc (after moving out), i brought all the internal components, so just payed for installation.

Ever since, i have been having issues. All of them seem related to electricity (im using a surge protector, it seems to be working ok):

1. Sometimes computer wont start, and have to connect/reconnect cables and switch outlets until it starts working again.
2. Sometimes monitor wont spot the pc, after a few reboots everything is ok.
3. Every single time the time/date is off after restarting the computer.
4. There is a LOT of static electricity all arround the computer. Just tried to plug an usb cable in the front ports and it shocked me, even felt the static on the phone, so i disconected it from the pc instantly.

I imagine this new house has really poor grounding, but isnt the surge protector supoused to help with that?

Solution
The surge protector works by routing the surges to ground so if you have bad grounding in the house its not going to be able to do its job.
