New Computer Build, Fans spin and turn on, but no bios or video signal.

My friend recently built a computer, I checked all the wiring and it seemed fine. The fans spin perfectly, except the graphics card fans seem to spin and stop on boot. The bios won't post whatsoever. The website mentions for the Motherboard that "Some AMD 970 chipset motherboards may need a BIOS update prior to using Vishera CPUs." Would that be the solution? Or could it be a dead GPU or PSU?

It looks like the defective GPU, make sure you do connect the 2X 6-pin pcie power cable, and try the card in other PC. Your MB does not need update the BIOS for fx6300. And because the cpu cooler fan does spin, so the PSU is fine.
If the card does not work on other PC, it is DOA, RMA it.

Try taking out the GPU and using the onboard graphics. If your pc can boot and display properly then the card is your problem.
