New computer build randomly shutsoff

New computer build. It's been four days, and I've had 8 shut offs. No blue screen, and windows is set to not restart after crash. It'll go down, and immediately come up.

This happens at random. It's happened with no load what so ever, and also happened at high load.

I've stress tested my CPU to 100% (all 6 cores) for 10 minutes. Did not trigger it.
I've stress tested my GPU to 100% for 10 minutes. Also did not trigger it.

CPU temps idle are around 32C
GPU temps idle are around 32C

CPU temps at max load is around 45-55C
GPU temps at max load is around 65C

Removing the GPU to see if it still happens is not possible as the motherboard does not have display out, and I do not have another system to RDP with.

Event ID in Event Viewer is 41, (paraphrase) the system was shutdown unexpectedly.

At this point I'm thinking it's the PSU, but I was wondering could it be /anything/ else. I want to troubleshoot all possibilities before I take the effort to RMA a PSU for god knows how long.

Mobo: MSI X99S Gaming 7
CPU: Intel Core i7-5820K Haswell-E 6-Core 3.3GHz LGA 2011-v3
RAM: CORSAIR Vengeance LPX 16GB (4 x 4GB) 288-Pin DDR4 SDRAM
PSU: Rosewill Photon-650, PHOTON Series 650W Full Modular Power Supply, 80 PLUS Gold Certified, Single +12V Rail.
GPU: MSi GeForce GTX 980

I build computers frequently for work, but the cases we order have built in PSUs so I'm not very savvy when it comes to good brands/models.

I've heard Roswell is always safe. I guess not.
What would recommend with my setup? I feel like 650W is more than enough.

I wouldn't recommend going with a 550W, even a high quality unit like the XFX, to power an i7 5820k and a GTX 980. Both Tom's test and TechSpot's test have the GTX 980 pushing 335W, and guru3d's test has the i7-5820k at 185W. Dropping 520W on a 45A - 12v (540W) rail is asking for trouble. I would in fact recommend a 650W like the OP was asking.

Here's the XFX XTR Series 650W Gold, Fully Modular, 54A on the 12v Rail.
