The difference between 1866CL9 or 1600 CL8 can be seen in real only using benchmark programs, you will not really notice it.
Try to get 2x8GB RAM or 2x4GB RAM to have them on dual channel mode, not 1x8GB RAM.

If you are not OCing and plan to get a dedicated GPU, forget i7 4790 and get E3-1231V3.
E3-1231V3 is an i7 4790 but cheaper and without the iGPU.

You can save money by going H97, if you do not plan to OC and want to stay on a single GPU solution.

For 2xGTX980Ti, I would recommend 850-1000W PSU. For 1xGTX980Ti, I would recommend 600W-750W PSU.

I would not recommend FX8xxx for new rigs if you can afford an i7 or Xeon E3.

I dunno how Fury will run, just have to wait until Fury really available on the market.


isn't it better if i get 1600 cl8 over 1866 cl9? I always buy PSU's with a little leeway, and sometimes me and my buddies swap psu's with each other for new upgrades.

a friend of mine has a 8370 or 50 and he got it to 5ghz honestly i just know he got the good silicon but overclocking is pretty nice- i7's run cooler than fx counterparts right?? and H97 mobos dont really make a difference like the amd solution would but ive never gone blue team and am pretty curious...
 
1. i7 is quite a lot faster, cooler, consumes a lot less power but cost a lot more (I mean really a lot more) than the FX8xxx. It is about the question about your budget and need.
2. OCing depends on you luck too, I can not say in general if i7 ot FX8xxx can OC better.
I can only tell you that you need a lot better cooling system to OC FX8xxx than i7, since the default TDP of FX8xxx on stock is already a lot more than the i7. More TDP, more heat thus need better cooling.
3. If you do not OC and do not plan to go multiple GPU, H97 for the Intel platform has no big difference than Z97. The difference among mobos with the same chipset is relative minimal beside usually the installed ports.
 


I was thinking for overclocking I would need a 990fx board but I can still save big bucks by buying a FX. I was looking at Arctic Cooling's Freezer13 Limited Edition. I've heard good things about it and I have a couple of their case fans which are pretty good. Would water cooling be a viable solution too? I know Swiftech makes good closed loop coolers but if you have any other reccomendations...

990FX, I assume you made up your mind going for AMD?
You must first decide if you wanna go AMD or Intel before going the further into OC, since you can OC AMD FX8xxx and Intels -k procs.

For OC, 990FX is a nice choice for OC.
To cool the proc, I would stick to air cooling system like Noctua NH-D14.
I found, that good water cooling system tend to cost quite a lot more than the air ones.
BTW, Arctic Cooling's Freezer13 is not really that good if you aim high OC, you might want to get better cooling for OC.
