Question New computer - But doesn't boot - CPU or MOBO at fault?

I've just built up my new computer, the moatherboard does light up, when booting up fans spin for a few seconds then nothing.

Currently I have the system on the moather board box with the RAM and CPU in to test it.

I've reseated the CPU
Same issue
Tried different RAM
Same issue

I used another powersupply but same issue.

Any ideas? If not would it be the CPU or Moatherboard at fault?

System specs:

CPU: Ryzen 7 3700x
Motherboard: ROG Strix x570-E
RAM: Vengeance Pro 16GB 3600
PSU: XFX 500W XTFR

full system spec? include make and model of the psu

Did you installed GPU on your motherboard? This Processor needs GPU to run. Without GPU you can't see anything.
