New computer doesn't post, no beeps

I have recently built a new computer. Parts list are as follows:
CPU - i5 7500
GPU - GTX 960
PSU - EVGA 500W 80+
Mobo - Asus B150M PLUS
RAM - 8GB DDR3 1600MHz
1TB HHD

The situation is that the computer refuses to post with no warning beeps. I have tried:
-Reseating the RAM
-Removing GPU and plugging directly into iGPU
-Unplugging and replugging power cable
-Replugged all cables

The mobo lights turn on, all fans spin. However, the mouse lights do not turn on, and the keyboard does.

The only thing I can think is that the BIOS is not updated to support the new CPU yet (needs to be reflashed) but I am not sure. Alternatively, could be a faulty PSU but I have not had issues with this in the past.

Another possibility is that the CPU was dead on arrival. (This is rare, but it does happen) I've had it happen one time and that is exactly what the computer I was building did.
