New computer FPS dip constantly, Sky lake i5 6400 Base clock 100% Usage?

I have been researching this issue and have taken quite a bit of steps but cant figure out a way to resolve this myself.

i had a rig for a while, treated me well but i wanted a better gaming experience. My computer has been getting old for a while so i bit the bullet and went for it.

All drivers uptodate as well as software

The issue is no matter what game i try (Destiny 2, For honor, GTA5, monster hunter, Black ops, ETC) my old pc was far more consist in frames. Also while comparing the two rigs, my old machine out preformed my new 100% with same settings on For honor and Destiny 2 in particular.

From what i can tell its not a over heating issue all temps are good across the board even when stress testing. The only thing i can see that is weird is the CPU usage is 80-100% at all times. 100% while playing any game. i know this isn't in most cases a big issue considering no high temps, but its all i can find. Also probably important to note i am launching all games off my old Hard disk (E and not off my Boot drive (C.

Any help is appreciated. after work i cant post some benchmark information if requested. Thank you.

look into what processes are occupying CPU when gaming other than the games.

Was this a full fresh install, or reboot/update from old chipset/GPU drivers, etc...

Best to nuke and pave if lots of stuff is changed...

(100% cpu usage in games is normal for 4c/4t CPUs nowadays)
