Question New computer - GPU spikes and game/video stutters

Hey guys. Just yesterday I received my brand new computer, and I'm already running into some weird issues. The first one started when I attempted playing Mass Effect 2 on it. For around 5 minutes everything ran smoothly, and then suddenly I've noticed both video and sound starting to stutter. It became a constant thing, and the screen would stutter at least once every 10-15 seconds. I checked my GPU and I noticed some weird spiking going on. Restarting the PC did not change anything, and the problem started to repeat itself every time, but now - from the very second I'd launch the game, no longer only after 5mins.

The more I tested - the weirder things got, even YouTube videos started to stutter, or .mkv movies that I played on the PC. I also tried playing Witcher 3 - stuttering is still there (more so in cut-scenes), but not nearly as often. However, when I played Dead By Daylight - NO stuttering whatsoever. I'm honestly lost at this point. Any ideas? This is REALLY discouraging, issues straight out of the box.

All drivers are up to date.
