New Computer Help!!!

I have a computer at the moment that i build last year, ive been expericening some problems with usb and also some of the games i like to play like Dayz, im having problems playing them in high quality. Can someone help me and let me know what i should do? should i just upgrade my current PC? specs bellow...or should i buy this other pc im going to post on this post
