Monitor does not pick up video output using VGA, a VGA to DVI adapter, or using HDMI. This occurs when the cables are plugged into either the GPU outputs or the on-board slots. It also occurs when the GPU is taken completely out of the computer and the only parts inside are the necessary parts needed to run. The monitor works completely fine with any other computer, so it leads me to believe it's a problem with graphics drivers but I cannot do anything without the ability to see what should show up on the screen.

The build is here:

My friend recently bought this and we put it together today, and it sucks that this problem has started happening since everything else went smoothly.

So you're saying that you can't see any output from any GPU and the monitor works on another PC.
It sounds like you have another hardware issue, most likely RAM.
Do you hear the post sounds ? Does the keyboard light up when BIOS posts ?

Post sounds play when there is a disc in the drive, but no other times. The keyboard does not light upon turning on the computer, nor does it light up any time after that.

I have no idea how and why would a BIOS post when there's a disk in the drive.
Anyway if there is no light then it's a Hardware issue, most likely RAM.
Remove everything from the board keeping only PSU, and CPU. Do a cold start and wait for post sounds.
You should hear the error post sound for missing RAM.
Add one RAM DIMM and the monitor on the integrated output.
If the RAM isn't faulty then it's a bad Mobo and you need to return it.
