New computer not booting

I built the computer using a tutorial but when i turn it on the fans and cpu cooler nd motherboard lights go on but nothing happens no POST or BIOS happen. what could be broken. I have evga geforce gtx asus hero vi intel i5 4690k what could be broken? I know its not video card i tried using motherboard and video card outputs.

I looked at this before posting. The only thing I did was plug in CPU power cable but its still not working after that.
