Question New computer problem

I bought a "cheap" refurbished desktop because my company is too cheap to replace the slug computer I was using. It's an HP. It often will not start when I turn the power strip on. Only the computer and monitor and speakers are on the power strip. I turn it on and the monitor goes to no signal. The computer has 2 lights, both come on when I turn the strip on, then one goes out and one stays on and the computer does not boot. I manually shut the computer down and that rarely gets it to boot. Turning off the power strip and then back on usually but not always does the trick. The bios battery is new, I checked it with a meter, the settings are to power on when power is applied. I guess it could be a weak power supply. Might have to check the power outputs I guess.

It seems better with it plugged into it's own outlet. Tomorrow morning will tell if it is fixed or not. There were actually several more things plugged into that power strip and I can
see that it could have been the problem.
