New Computer Runs Loud

Is it possible the fans are running faster than they should be? Or is this anywhere I can check their speed and find out what fan speed they should be at? Also for the PSU I know its bad to put your computer on carpet because of the psu fan so I put 2 pieces of floor tile on my carpet and set the computer case ontop of that instead of the carpet, is that okay?

As far as the floor tile is concerned, that is an excellent idea to keep your PC off of the carpet. As far as your fans are concerned, you can download CoreTemp to find out what temperature your CPU is running at;

Also, if you can get into your BIOS you can usually see what speed your fans are running at.
