New computer showing lights/some fans, but won't boot.

I'm new to building PCs and I picked out my parts on PCPartPicker as I was suggested to. Now after putting it all together the case fans power on as well as the CPU cooler. I don't know how to check if the other things are on because when I turned on the computer it doesn't show the Bios. Related question I have a GEFORCE GT 740 SC 4GB DDR3 and it's fan isn't spinning, but it doesn't have a port on it for the PCIe connector.

I don't know what's necessary information to help so I will provide any of it on request.

Check if your RAM sticks are pushed ALL the way in. The little tabs you have to push down before putting in the DIMMs should snap back around the stick if its in all the way.

you need to check all connections to make sure they are correctly and properly seated/installed. Make sure motherboard is on stand offs and is secured correctly. One thing you wanna check is to make sure you have adequate power from your power supply to power all components. if you bought a power supply that is failing/faulty or is in adequate to supply sufficient power to the motherboard and all components you will need to upgrade your power supply. there is a simple equation using ohms law to calculate power needs from basic component information. If any of the things i listed have an issue with them correct and then try to boot. if all things are connected and power supply requirements met, you may have not statically grounded your self when you put your computer together and fried some of your components resulting in your situation. investing in an antistatic wrist strap and not putting a computer together on a carpet are good rules to live by. Hope these help.
