New computer started running very slow.. Couple of other questions

Okay so I've looked around and not really seen any answers for the couple of questions I have.

For anyone who is wondering here are my specs i5 6400, rx 470 graphics card, 8g ddr4 ram, 1tb 7200 hdd, 600w power supply.

For the first week or so after I put it together it ran perfectly fine. Due to me being on a budget I decided to use my old hard drive. (I didn't format it just simply done a system reset). I believe this is what's causing all of my issues I'm starting to get. (Memory and disk usage will get up to 100% and everything will go slow and even crash my pc.. just on idle it will get to 100% disk usage.) So now I'm going to be formatting the hard drive and freshly installing windows in hopes to fix this.

**But my main question actually is that is it possible for anything to have any viruses or potentially harmful to any other hardware besides the hdd.

That being said I'm willing to hear any reccomendations or constructive criticism.

Extra info; all of my drivers are up to date, all of my fans are working fine, temperatures are all normal, CPU usage does spike up but rarely, hdd has had viruses on it before (which is why I'm going to erase everything the dban tool), and it all just got slow and clunky at once.
