[SOLVED] New Computer Won’t Post

My computer that i am trying to build will not post on a TV (hdmi) and on a monitor (VGA).
Cpu: Ryzen 5 2600
Mobo: Asrock B450 Pro
RAM: Evo Potenza 16gb DDR4 2400
GPU: EVGA Gtx 1070 ti FTW
PSU: Corsair CX 450M
I do not know what’s going on and what to do. I hear no beeps and see no lights. When i turn on the computer all the fans turn on and i hear the GPU power up but i get nothing on the monitor and TV. When i try to turn it on without the GPU in it, it still does not post. It also turns on and off without me doing anything Any advice is greatly appreciated..

First and most obvious question is the monitor plugged into the GPU? It needs to be, the motherboard will not output video

Power supply does not meet manufacturers minimum system requirements for video card.
