New computer won't turn on

My friend just got a new computer. Its all plugged in and it won't turn on. The specs are:

Motherboard: ASRock 970 Pro3 R2.0

Power supply: Apollo Micro SFX 400

CPU: AMD Phenom II X4

Graphics: GeForce GTX 650

Case: Ultra E-Torque ATX Mid-Tower Case (Slightly used)

My guess is the power supply is the problem, because its Micro SFX instead of ATX. I would like to know weather I'm correct, or if we didn't plug something in?

I'm assuming the CPU and motherboard power connectors are connected.
Does the computer do anything when you press the power button? If not, make sure the power button on the front of the case is connected.

Nope, nothing happens. I press the button and not a thing happens. The power supply is on. Is there any incompatibility with the power supply?

It looks like its all there. There is one part with 8 slots on it and there isn't anything that's coming coming out of the power supply that only has 6.

I'm restarted. The positive and negative for the power bitton are backwards. It turns on now. Thanks
