I'm looking to build a machine capable of running Starcraft 2 at highest settings (the games requirements aren't out yet).
Also, able to run mass effect, etc.

I have ~$800 to spend. The last computer i build is back when the Athlon 64 was new technology.....so i'm a little behind on the best value tech out now. Looking for recommended components: Intel or AMD isn't a big deal to me.

Any suggestions are welcomed.

Thanks

These are my recommendations:

Motherboard: AM3, Asus, USB 3.0, 2 PCI-e slots

CPU: phenom IIx4 955 C3 stepping

RAM: mushkin enhanced 4GB (really good brand)

video card: XFX 5850 (double lifetime warranty)

power supply: corsair 650W

antec 300 case:

hard drive samsung F3

Now, my recommendations go over budget with $905 after mail in rebates and before shipping. To get you within budget, I would change the following:
GPU: radeon 5770 XFX
http://www.newegg.com/Product/Product.aspx?Item=N82E16814150464

Comes to $775 after mail in rebates and before shipping now. Another, more powerful GPU, the 4890, does not have DX11 but is only $30 more bringing the total after mail in rebates but before shipping to $805

If you would like to save money on the CPU, this is a viable and powerful option if you want to go with a 4890 or less but you will need a CPU fan in addition:

A less expansive and nearly as powerful option is the Athlon IIx3 440, which comes with heatsink and fan:
