I am at the tail end of building a computer, but i can't get windows to install. I try booting off the the USB like i have done in the past, and i know that my specs should be fine for 64 bit (the error occurs on both 64 and 32 though). Before even getting into the start install menu, i get an error saying that the program can't read a file and the product key even though i have not been prompted to do anything at all. What could be going on? I have tried other copies of Windows and those ended with the same error. I have an ssd that does work and has windows, but i would like to add this ssd to the total storage. The ssd is a 1 terabyte Barracuda and the motherboard is an MSI Z270 titanium.

That may still be a problem, but I'm not even getting to the point i can choose which drive it can install onto. It will open, start loading the program, and then before anything actually loads, i get an error out message that then when clicking ok starts the whole thing all over again and it is a never ending loop of load, error, load, error.

If you're just adding a second drive, it does not need the OS installed on it.

I have one ssd that does have windows on to, but i am planning on wiping it and using the new one as my primary ssd. Windows doesn't see the new ssd if am using the old ssd.

When you install an OS, you really really need to have just that one drive connected.
Disconnect all others.

I have tried having the original ssd plugged in and not plugged in, but didn't work. I don't know why the now three copies of windows I have tried all of them and none of them worked. I could try linking the two ssd together and seeing if the new better one would just add storage to the older one. I don't know, this is frustrating.

No, you don't "link them together".

First, you discover what is wrong with your OS installs.
