New Corsair HX750i 3.3V rail only putting out 3.1V?

I got this PSU next to nothing and decided to use it in a 5820k/gtx 980 build. wasn't my first choice. before i stick PSUs into systems, especially with hardware this expensive, I do a little test where i hook the thing up to a fan or something like that, and test the currents with a multimeter. 12V and 5V look great, but the 3.3V rail is just not delivering. is this something i should worry about and RMA or will it be OK?
 


multimeter read 3.1 on the 3.3 line but it was a false alarm. the issue was the sata power cable i was measuring off. the connection through one of the plugs was bad. the 3.3V line was barely crimped into place. these ribbon cables are complete trash. fortunately i only need one sata power cable. i paid $70 for this PSU but a set of proper cable costs like $100. ridiculous....
