One other thing, is the $1800 USD, CAN or AU?

Your budget is essentially a entire new build but you could just reuse the GPU and the rest new but that's up to if your happy with the graphic settings your currently using.

1800 CAD, im okay with the GPU but I still want to hear what is the new top performance/price GPU out there.

Probably don't need 32gb RAM but it would last awhile and be good if you into streaming/video editing.

The 3700X may be a bit overkill for your needs but if you do any kind of streaming/editing then the extra cores/threads would work well.

Is the monitor the 21:9 ultra wide, 1080P or 1440P? Well anyways the 2070S would be a solid choice for any of those resolutions but if the UW you may need to lower some settings to keep the FPS at 144. However I don't really think this is enough of a GPU upgrade to get rid of the 1080 so I'd stick with that until Nvidia release Ampere.
