New cpu boot loop

So I was looking at buying a second hand i5 3570k. He was nice enough to let me plug it in to my system and try it before i bought it and it immediately went into a boot loop. With no picture or anything. Eventually it came on and stayed on but still would not display anything on monitor and wouldn't light the rgb on my keyboard (only comes on when windows starts). My computer worked fine when I put my cpu back in so I didn't screw anything up. Could this be my bios version? I don't know what an unsupported bios looks like as it's never happened to me. Or is this just a dead cpu? Thanks for any help!
