Question New CPU Cooler

PC:
CPU: Intel i7-9700k
RAM: 2x 8GB
GPU: NVIDIA GeForce RTX 2070
PSU: 600W Thermaltake Smart
OS: Win10 Home
Case fans: Cooler Master MasterFan MF120L

I got PC as a gift, so I couldn’t customize the system, since I got it I wanted to change the CPU cooler, since it isn’t one of the popular/proven-to-be-good once. I couldn’t even find it online, the only thing it says is ‘Cooler One’, but there isn’t a model like that. The reason why I want to change it is extremely high temperatures at high load. It doesn’t happen often, (it also doesn’t happen in any other game except The Wither 3), but the game freezes and only reboot helps, according to the HW Monitor, the max temperature my CPU reaches is 94 (!) degrees celsius. Replacing it with CoolerMaster 212 Evo will help? My budget isn’t high, up to 40 euro maybe. Also, I know my PSUs isn’t too tier but I wanted to keep it for now, do you think it’s ok?
 
Obviously that small aluminum block type cooler can not be used with 95W TDP cpu like i7-9700k.
No thermal paste can fix that.
I thought that, I could buy Noctua one which was recommended, but I’m lost about the size, since some people say ‘xxx cooler if it will fit in the case’, what exactly do I have to measure? Thanks for help btw.
 
The 9700K does not come with a stock cooler.
Can you show a pic of what you have?
Likely, it is a cheap cooler like the popular hyper212.

What is your intake fan arrangement?
A cooler needs a good supply of fresh air to do it's job.
Where are the fans located and in which direction is the air flowing.
Dangle a tissue in front to tell.
Take the case covers off and direct a house fan at the innards. If that solves your problem, pay attention to case cooling.
Perhaps simply a couple of stronger intake fans will fix the problem.

hyper212 is popular because it is cheap, but it is not the most efficient of the budget coolers and it is nasty to install.
There are better choices.
$40 may not buy you what you should have.
A good $40 cooler is the scythe kotetsu.

A top end pc deserves a good cooler. I would be prepared to spend $80 on a noctua NH-D15s.

Ok, so I tried the tissue and I’ve looked up how in and out flowing positions of fan look like, and I think all of mine are out. What should I do? Also, pictures of it without sides, hopefully gives enough information. I’ve never build a pc/replaced even part of it, so I’m not very experienced at that. I know a more expensive cooler is better than a cheap one, my budget can’t allow something very fancy. As I said somewhere in the thread, I can buy a Noctua one for up to 80 euros. I also saw Skythe coolers too, which are also an option, but it was model Mugen 5. So, back to the fans, I don’t have a home fan to see how it would work, unfortunately. Anyways, here is the link to the online shop from which I can buy the cpu cooler, so that’s my options.

I can't imagine that a builder would use a stock intel cooler on a 9700K build.

Any cooler needs fresh air to do it's job.
A pair of intakes should be drawing in outside fresh air.
The remaining fans can be exhaust.

On coolers, the NH-U12s would be a very good choice.
 
As already stated by the fellow guys:
  1. Switch some fans to intake. I would take the two on the side to get a pos pressure setup
  2. Take a good tower cpu cooler like the nh u12s if you can live with the colour of the fans. Other brands to consider are BeQuiet! and Scythe in my opinion.
