Question New CPU fan runs in the BIOS menu but not in Windows ?

I've got a hold of an old Acer all-in-one PC that needed a fan replacement (the old fan was extremely worn and had been dead for months or possibly a year+). I bought and installed a new fan which runs quietly in the BIOS but refuses to spin in Windows 8.1 even with high temperatures. Any ideas? Here are my specs:

PC model: Acer Aspire 5600U all-in-one

Chipset: Intel HM77 (Panther Point)

BIOS: P11-A0

You sure you haven't enabled any BIOS setting that causes this?
Try resetting your CMOS and see if that helps.

I'd also suggest setting the CPU fan to 'always on' on the BIOS and checking if it still refuses to spin when booted.
