I have a dc7800 sff with:
Core 2 duo e6550
8gb ddr2 ram
750 ti
240w psu.

I just bought a core 2 quad q9400, can my psu still handle it? Should i get a new psu and what kind?

Solution
It should. You've moved from a 65W CPU to a 95W CPU. Check the +12V rating on that PSU. I have a 95W i5-2400 and a GTX 750 Ti running on my Dell Optiplex 790 SFF with a 240W PSU. It has a single +12V rail rated for 17A. But you do so at your own risk, knowing the PSU will fail sooner when pressed to that load.

Man that is really a poor wattage! PSUs are much more cheaper nowadays. I would strongly suggest you to get a decent PSU with a minimum wattage of 45). Getting a good PSU by costing few bucks not only provide extra protection but also ensures you that all your precious PC components are running safely and efficiently.
