New CPU for Games and Designing

hi , how are you

so i am going to upgrade my motherboard and CPU as the one i have now became old and its only compatible with AMD CPU only which is really limiting my options so i will upgrade it and my CPU .
my budget is around 390 $ for motherboard and CPU.

i hadn't choose the new Motherboard yet ,in fact i don't know if i should to go with with a powerful CPU with a normal motherboard like for example { ASUS H81M-V3 LGA1150 Motherboard and Intel Core I7-4790 Haswell 3.6GHz LGA 1150 84W Desktop Processor}
or i go with a really good motherboard and a good CPU like for for example {Asus Z97-A Socket 1150 Motherboard and Intel Core I5-4590 Haswell 3.3GHz 6M LGA 1150 Quad Core Processor}
(if you have better ideas or other choices please tell me )

my current build that i will use with the new Motherboard and the new CPU :

VEGA: Sapphire Radeon VAPOR-X R9 280X 3GB
Hard: 1tb red
power supply :Seasonic S12II-520 520W 80 Plus Bronze Certified
SAMSUNG LED LCD Monitor (1920X1080)

Hi, Moaman19. That first choice will do just fine, either is fine really, but you'll be happy with the I7.

The xeon performs like a locked i7, but it doesn't has a IGPU, which is not much of a deal, since you'll be using a discrete graphics card.

thank you for your answer , but unfortunately neither Intel Xeon processors or ASRock H97M PRO4 is available in my country i would really appreciate if you can give another solution

i have done some researches and found these Z97 Motherboards are available in my country with good price and i plan to get one of them :
