Question New CPU installed, now the PC wont post

I recently installed a new CPU into my PC. After plugging everything in, I turned on the PC, but (almost) nothing happens. The CPU fan spins up, and so does the GPU fans. However, the case fans remain still, and no image is displayed onto the monitor. At first I thought that somehow I managed to kill the GPU, but the fans were spinning. I've also noticed that the LED strip on the side of the motherboard and usually lights up has not done so. Additionally, I noticed a small red light that is at a steady burn right underneath the LED strip, which says "CPU". It seems like something happened to the motherboard, but I'm not 100% sure, and if it is that, then I'm not sure what caused the issue or how to fix it. Any help is appreciated!

CPU: Ryzen 5 4500 (Old CPU: Ryzen 3 1200)
GPU: Gigabyte RTX 2060 Windforce OC
Mobo: Gigabyte AB350-Gaming 3
RAM: Corsair Vengeance LPX (8x2, 3000MHz)
OS: Windows 10
 
did you update your bios before putting in a new cpu ?
So, an update on the situation. I managed to update the bios to the latest version. However, while the motherboard LED strip turns on and I've managed to get onto the bios after installing the new CPU, I cannot get passed the windows loading screen before the screen goes blank, and none of the fans spin up (other than the CPU and GPU fans). The red LED now lights the "DRAM" on the motherboard. Do I need to re-install windows, or change something specific in the bios? Or is this a much more worrying issue?

Edit: Following some other posts with similar issues, I've attempted clearing CMOS by removing the battery. I've also tried re-installing Windows. Clearing CMOS did nothing, and attempting to re-install windows still presents me with the same issue as when attempting to boot into it.
