New CPU +mobo

I just installed a new cpu and motherboard, now im trying to install windows via usb however i keep getting the same message 'windows failed to start. a recent hardware or software change might be the cause.'

I have two hard drives and i removed the original which windows was installed on, so surly i shouldnt keep getting this message as i am actually trying to install a new windows?

I think iv correctly mounted the iso file to the usb using poweriso, but still nothing. I also extracted the new windows to the spare HDD and tried booting from this, but still the same error message?

Any idea why this is happening or how to fix it? thanks in advance.

Try using Rufus or similar for making a bootable USB, then extract the Windows files from iso and copy them on the USB drive.
