System:
CPU: AMD Ryzen 5 1600 @ 3.8Ghz
GPU: GTX 1070 F.E. Overclocked
RAM: 16gb @ 3000Mhz
Monitor: Asus 27in 1080p 144hz

I stream Rainbow 6 Siege around high settings and I’m getting anywhere around 75-110 FPS, map depending. I’ve been researching into getting an RTX 2070 lately and seeing that that does very well for what I’m looking for with higher settings, but I’m wondering that if I upgrade my CPU instead, will I achieve around 120-144 FPS while streaming and keeping my settings the same.

My guess is around a 10%-15% increase in FPS if you go with the 1600x on the current card. So perhaps 80 FPS at worst to 125 FPS at best (conservative estimate : it might go higher). If you're looking at a 2600x, you might squeeze another 5-10 FPS from it.

For what it's worth, the 1070's average FPS (all CPUs) on userbench for Rainbow 6 is 123 FPS.

Perhaps a 1070 Ti and a 1600x would be a sweeter, less expensive option, especially if you sell your 1070 and 1600.

I'm certain that a 2070 will get you your 144 FPS, possibly not with the 1600, but you'll want a beefier CPU at some point in time anyway. Personally, I prefer the gfx card to be the bottleneck, and if streaming, the extra CPU can't hurt. Some viewing:
