New CPU Overheating?

So I posted about my bottleneck issues so I bought a new AMD Athlon X4 860K and that does the trick and fixed it. But now, its overheating like crazy and is loud and what not. Is 60-70 degrees celsius while idle normal for this CPU? I am using the stock cooler and pre-applied thermal paste. Ive tried adjusting the air flow in my case with my fans. And for some reason the fan is supposed to be blowing air into the heat sink by default and having it set like that gets it a lower temp of about 65 degrees in the bios. The fans are very very loud. The rest of my PC is about 30-40 degrees. Even my GPU.

A CPU should never exceed 70°C under full load for hours. God forbid at idle.

Use AMD OverDrive for accurate temp readings and *thermal margin*

thermal margin is at am average of like 54 is that bad

Only if you want to OC the Athlon X4 860K so much that the thermal margin drops 55C into the *RED*
