Why do you think its CPU causing that? Does the board power up fine when EPS/ATX connector is not plugged into motherboard? Typically if setup powers just for a second and then goes away immediately there must be short somewhere (and PSU detects it and and its SCP protection kicks in). It would be very rare for a CPU to cause such short, the motherboard or PSU are much more likely causes.
