[SOLVED] New CPU to pair with my 1070Ti?

Okay, so a few questions are still left after some research that I'd like to clear up so I'm not wasting money on a new CPU.

I mainly play GTA 5 and recently noticed I was running in Windowed Borderless and switched to Fullscreen. This brought a sharper picture but also brought micro-freezing (basically micro stutters of the game fully freezing for half a second or less). I want to run at the very least at 100Hz (Yes I have a 144Hz monitor) but it seems my CPU is constantly hitting 100% based on my performance monitor. Is this typical CPU bottle-necking within my system?

CPU: i5 6600k
GPU: ASUS 1070Ti
MOBO: ASUS Z170-A

I wouldn't mind spending money to get better CPU. I did some looking around and am seeing we're up to 9000 series now. A couple of websites I looked at suggest a i5-9600k is a good pair with my 1070Ti. Socket type on Intel's website says FCLGA1151. Is that different than the LGA1151 my 6600k is or will it fit in my current system?

My main goal out of this is to be able to run GTA (or any other CPU hungry game), as I said, at the very least at 100Hz refresh rate or higher in fullscreen mode without micro freezing from my CPU maxing out constantly. My framerate is stable at the refresh rate I set despite the stuttering which led me to believe it's the CPU causing the issues. If I bump GTA down to 60Hz, CPU hovers around 60-90% depending on environment. I haven't noticed this in other games, so I assume GTA is a CPU heavy game?

its technically a newer version of the LGA1151 socket so if you are looking to upgrade to an 8th or 9th gen intel CPU you will need a new motherboard to go with it. the max CPU you can get for your current setup would be an i7 7700K with a BIOS update

The 6600K's 4c/4t design is definitely is a limiting factor in many of the games out the past 2-3 years...(BF1, etc..)

ONly problem w/ a logical 7700K drop in is their price...; a week ago they listed at $460 new, and I see a few at $360 used....

Most would rather have the 9700K and a new mainboard at those prices...

Price is definitely the problem with the 7700k. I've been looking also. Amazon had some for $369 new and on eBay they're going for between 280-325 consistently. Even the 6700k is no better. I saw a few for around $325 new and 250-300 used. You may want to consider a monitor upgrade. My 6600k/1070(non ti) was doing 80-110, basically maxed out in 1440p. GTA v is one of the few games I didn't see much of a difference going 2080. I now run 100-120 in GTA v, 1440p. If you haven't, overclock that 6600k to 4.5-4.6(or higher if you can), it's good for some more frames. I saw on average a 15-20 fps gain oc vs stock.
