The Q9650 and the QX9650 are two very different beasts. All other things aside, the Q9650 is a 95w CPU, the QX9650 is a 130w CPU. So even if the board did support it, your cooling system would likely not.

The CPUs listed in the pdf that SR-71 linked you are what were available when the 755 was released, with the Core 2 Quad Q6700 being the top end CPU it would support. The Q9650 came out a bit over a year later so the Dell official documentation on the 755 wouldn't reference it. In other forum posts with people looking to upgrade their e8400, the q9650 was a drop in replacement. So in theory, you should be able to do that. Dell being Dell, officially doesn't support it and you're rolling the dice on if it'll work. But it being the...

But it being the same socket and both being 95w, I'd say you stand a good chance and your cooling system should work with it. Just make sure you aren't paying a lot for the CPU, e8400 to q9650 is an upgrade of cores which can be helpful, but for single threaded apps you wont get much of a boot in performance.
