New cpu won't post

So I recently bought a used i7-4770k off Cex.com for $165. I threw it in my system and it won't post. I put my old g3258 in there to see if it worked and it did. Since then I've updated the bios, cleared the cmos, checked all my wiring, and switched ran slots. Is there something else I can try or is the cpu d.o.a?

Cpu: i7-4770k/ Pentium G3258
Gpu: R7 370 x2
Psu: 750 watt
Storage: 1th had x2
Ram: 8gb

Mother board is Z87-G45 and the bios is v1.9. I knew I was taking a risk but I was hoping a reliable retalier like Cex would test tje products before selling them.

Hmm that's the right bios. I think you got burned on this purchase. Oh and that "reliable" site is just a bunch of 3rd party sellers. There are no guarantees like on ebay. Very sorry this happened to you.

I sent them an email so I hope they can replace or refund it. Thank you for your help.
