Currently running an rx 460 paired with a6-6400k
the bottleneck is unreal, what cpu should i get?

depends on budget, it will require a mobo and ram change to get anything decent, an A10 FM2 processor will help a bit, but only a bit.

I'd vote for a whole platform upgrade too if you can spare about $350 for a Ryzen 3600 + 3rd-gen ready b450 motherboard + 16GB of DDR4-3200.

Platform swap is really the only way to get a good performing CPU.

If you're lucky you might be able to get $100 from selling your old motherboard and the a6-6400k and you can use that to upgrade to a AM4 motherboard. A Ryzen 3 2200g CPU would cost around $100 depending where your from this can fluctuate. Ryzen 3 2200g CPU would probably be a good combination with the RX 460.

True it requires a RAM change but that also means he can sell his old RAM and if he decides to buy 8gb of DDR4 which costs around $60 it is doable for a little over his budget depending on how lucky he is with his selling and buying of the components.

or second hand i5/7-4xxx and reuse his ram assuming he's on DDR3
