New Custom PC Fans Spin But Won't Start

I am helping a friend put together his custom PC, and when I power it on the PSU fan and CPU fan will spin for a second and then shut off. Afterwards, the PC won't react at all. The RAM is in right, the PSU's 24 pin and 4 pin power cables are plugged in, and the CPU is mounted with its fan plugged in. I don't know what could be wrong except for 1 thing; he was the one who put the CPU onto the thermal paste. Is it possible that he put the CPU on wrong, or is there anything else that could be causing this? Thank you for your time

Try testing the board outside the case, for ruling out a short. Check if standoffs are in the right spots.
