Question new ddr4 sticks not booting.

I've installed new ram to my computer that has I9 9900k, Rtx 2080, Msi mag Tomohawk z390. The ram is g.skill ripjaws 4000mhz 2x16gb package. When swapped to new ram pc does not boot into windows, just loops into troubleshooting mode. also xmp seems to not work at all, or at least A notification pops up saying latest overclocking settings failed.

Which BIOS version is installed?

Is the RAM correctly installed into DIMM slots A2 and B2? Both tightly inserted?

bios version is from 2019-26-03 (E7B18IMS.150)
I have verified that both rams vere inserted into correct slots and are tightly secured. Also I have checked the issue with windows troubleshooting, it found nothing. I will reset Biost by jumper now.
As an update, my old ram won't work either now.

Ok, I've gotten the pc to boot with my old ram by changing UEFI/Legacy boot to just UEFI, will try with new ram and update

ok, the pc successfully boots with the new ram, but it still won't boot with xmp on.
