Solution
you need to get gpu 1 cooler it does not receive enough fresh air post the name and model of your case maybe we could get a better air flow .

Im not to concerned for the cpu really im used to it being idle at about 23c but it is getting warm in my office do to weather my biggest concern is my graphics cards what could i do for them..

Some clarification here:
The thermal margin it will report will not be the temperature it is running at, but rather the difference between the max and current temperature. Many people panic when they see the unfamiliar temperature display.
Also, if the temperatures you are reporting are at idle, then you may have a problem. If it is under medium load, such as playing a light duty game or playing a movie, then you're fine.
Judging from the picture, you are under medium load. If you are not running anything, then find out what is using your system resources.

The pictures show everything is in medium load. Look closer at the green bars next to the individual items.

What is likely "smoking" in his system are those twin GTX 760s --- at load it would not be uncommon for them to blow past 80C

As long as his **Thermal Margin** is in 'The Blue' he is fine --- I suspect with his cooling and motherboard he is at least 20C below 'Red' and has adequate headroom for a nice OC.

He may need, however, to replace the 'side draft' air from the stock HSF by pointing a fan directly at his PWM / CPU socket since he is using water. He'll blow past 4.5GHz if he does so . . .

at idle load

In light of this updated information, I would say:
1. Figure out what is running on startup and kill it with fire. Even the ones marked "low" startup impact add up quick.
2. Increase the airflow to your graphics cards. The reason the one is so high (and probably heating up the rest of the system) is poor airflow, that's probably your top card. See if opening up the case and blowing a separate fan on it helps. If so, it's certainly your airflow.

running 3 40inch monitors on SLI would play effect on that would it.

Yes, that could very well have a lot to do with it as well. That will put a fair load on the GPUs even at idle to power a 5760x1080 (1080p x 3) effective display resolution.
