New Desktop Build

I've currently ordered the following items for a new desktop build, I intend on loading Windows 7 Pro OS. On my home network I currently have 3 tablets, 1 laptop, and 1 desktop, a WD My Net N900 HD Dual Band Router Wireless N WiFi Router Accelerate HD and I'm using a 3T WD My Book Live as a media server, accessing it through a WD Live TV to play downloaded movies and other media on the TV.

Question is can I use the new build as the media sever, and load additional WD Red 4T Hard drives. How or could you access it through he internet? Or would I be better off just buying a WD My Cloud EX4 Diskless: High-Performance NAS, Ultimate Reliability, Personal Cloud Storage(WDBWWD0000NBK-NESN) and loading drives as needed into it? The new build will be running 2 Samsung S27A350H 27-Inch Class LED Monitors. I do a lot of Auto Cad on my machines. I'm also famous for running 10 programs and 20 windows at a time. I'm a Project Manager/Estimator/Coordinator, Bermuda is small you get to wear lots of hats.

Thats plenty. The computer could very easily be set up to share files over LAN which could be accessed by any device on your network.
