New EVGA 1080 ti underclock high temps

Hello!

I recently bought a new GTX 1080 ti ftw3 elite from the EVGA online store. I got it today and updated the drivers and everything i need for the new GPU install. My old GPU was an EVGA 980 ti ftw and had no problems. For the GTX 1080 ti as soon as I run a game it would crash... so I'm wondering if the drivers are installed wrong. I go through the process and troubleshoot, so far i found out that the GPU would get very hot when i run any game. I under-clock the card by 500mhz less and run the fans at 100% so far the game would run and temps would spike to 90C to 100C. So im wondering if the card even has any thermal paste added. I checked the heatsinks and they arent even hot so i really think they didnt put the thermal pads and thermal paste on the card at all... do i just RMA it? I just want to be sure its not something else.
