Question new external SSD wildly fluctuating speeds normal?

So I bought a new SSD, a Samsung T7 4TB and I enrypted it with VeraCrypt. It took 2 days, I think it was because I had it hooked up to the old USB port

so I hooked it up to a USB 3.2 port and started transfering my documents, which have files ranged from kilobytes to Gigabytes

is this normal, the speeds go from like 140MB to 1GB per second, fluctuating wildly up and down
 
USB 3.2 Gen 1 supports a maximum data transfer speed of 5 Gigabits per second (5Gbps), which is equivalent to approximately 625 Megabytes per second (MB/s). It was previously known as USB 3.1 Gen 1 and USB 3.0.

Again, it's normal for small files. Benchmark or real world results all over the internet. Encryption makes it even slower.

Copy a single large file like iso or movie file over 4TB and see the result yourself.
