(more than one question)I have a MSI R7 360 OC and let's say the fan on it runs pretty loud trying to cool it at 100% load. I'm thinking of putting a new fan on it maybe like a noctua or a be quiet! High static pressure fan , what would be the best one to use? And would anyone know what the max fan output consumption is for the graphics card 4 pin header? (Don't want to over power it) and if I can not plug the fan into the 4 pin header I will have to plug it into the mobo but I already have one PWM case fan and that doesn't spin until the login screen would that be a problem about it overheating before it launches?

Why don't you just go for an aftermarket cooler by Arctic like the Accelero III? You're forgetting that high static pressure fans are useless if the shroud it's connected to offers blockage/choke points. Also removes you having to do all the math and wiring for rewiring a fan onto the GPU's PCB when you have the option built into aftermarket GPU coolers.

This is a single fan gpu and the accelero III is 3 fans long and can't I just plug the fan into the 4pin header on the gpu if it doesn't draw too much power?

Edit: looking into the smaller ones this could be an option but I'd rather put a different fan on Arctic sell 90mm fans without cages
