New Gaming Build and monitor doesn't come on and the gpu fan starts and stops spinning

Hi I am in the process of building my first gaming rig and ran into an issue. I have all the plugs in, like the CPU plug and plug going into the gpu, as well as the hdmi going into the gpu, but nothing comes on the screen. Also, the gpu fan starts then stops over a period of like 10-15 seconds. The lights all light up the heatsink and internal fans run, but the monitor says no hdmi signal. I tried reseating the ram to make sure it's in the right spot, tried unplugging the gpu and made sure wires are plugged in all the way and still nothing. you have the PSU cables going in the GPU ?? what cables are you connecting the GPU to the monitor have you tried different cables

I have the CPU cable going from the CPU on the psu to the top left of the mobo. I have a cord labeled vga going from vga1 on the psu to the side of the gpu.

Is a PCI-E and vga cord the same? If so I have that plugged in.
