Right now I can spend around 20K (INR). I am going to use this pc mostly for graphic design work and gaming. I can spend in future but it depends but not right now.

I would say that the components with the best value are the ones that last the longest. I don't know about pricing in India, but I would seriously look into the AM4 platform. The 7700K is very good now, yes, but you're going to be stuck with just that cpu, since there's no upgrade path.

However, even a simple build will go over your budget.

Spending too much on the CPU and too little on the power supply and video card. The Corsair VS is the lowest quality power supply from them. You should get the CXM series at least.

Drop the CPU to an i5, get a GTX 1060 6gb video card instead of the i7.

Are you planning on overclocking? You can save more money by getting a cheaper motherboard and a non-K CPU and put that towards a faster video card and better power supply, maybe a better monitor.

I want to use same cpu. I can buy CMX series PSU.

So you are saying that instead of GTX 1050Ti 4gb strix 1060 6gb is far better so how about this 2?

Yes a 1060 card is quite a bit better than the 1050 Ti, and will be a better match to the rest of the system. Either of those cards are fine, EVGA is probably the more reliable brand.
