new gaming pc running slower than older gaming pc

MY NEW GAMING PC IS RUNNING SLOW
Recently i built a custom gaming pc and it was around $2300 and i have some problems my older gaming pc runs faster and loads apps faster windows isnt as slow and it was built a while ago.
NEW PC SPECS
intel i7 8700k
geforce gtx 1080 ti
256 gb ssd
32gb corsair ram
4tb hdd
nzxt kracken x 62 cpu cooler
mother board z370-e asus rog strix mb
oh and i bought windows 10 64x from scd key so could that be an issue

What drive are you running Windows off of? A possible problem could be that you're running Windows off the Hard Drive as opposed to the SSD. Check what drive it's installed on.

Actually I am running Windows on my hard drive one support told me to. I thought that was wrong too but I didn’t question them I’ve always heard you should run it on your ssd too! It is on my hdd how would I go about changing windows 10 to my SSD

Yes. You should definitely try and get Windows running off your SSD as they allow for much faster speeds than mechanical hard drives. Also, try figure out why support told you to install it onto your hard drive. Maybe they meant hard drive as a general term.
