[SOLVED] New Gaming PC, Very loud and only 1 gpu fan spinning.

I built my first pc with a gigabyte rtx 2070 super oc 3x and only 1 fan is spinning and it spins at all times even when idle. It is very loud and at idle the case noise is 60db even when case fans are on silent.
 
Solution
The noise is likely from the one working fan spinning at very high RPM in a attempt to cool off your GPU. When those fans hit really high RPMs they can get extremely noisy.

Did this just recently happen after using it for sometime? Or is this a brand new card you powered on very recently?

Either way it sounds like you may have a dead fan(s) or a connector isn't plugged in properly.

The pc is a couple months old but the fan has been this noisy since the first boot. Even when temps are at 25-30 degrees the fan stays the same.
