The below build was posted in the last build competition and it caught my eye, but when it ended didn't take home any votes. I'm looking to purchase a new PC on Prime Day (7/15) and am planning to economize by using some of my pieces from my existing PC built in 2010. Is the below actually a decent build? What am I missing? Also, any comments on salvaging pieces are appreciated. Thanks!

Every component listed looks fine to me.
Admittedly I know almost nothing about the GPU you chose so I recommend you read a few reviews and see how well built it is, how it performs and how cool it runs before shelling out that much cash.
If you end up wanting to OC that CPU you might want to consider a better cooler before you do.
The Hyper 212 Plus is decent But not great and may not keep that 2700x as cool as you'd like if you OC it.

Thanks for your input. After doing some research, Toms did a review of the AMD Radeon VII GPU. It recommends shelling out a bit more for the GeForce RTX 2080 Founders Edition instead. If I made that switch, no other changes would be required for the build to function, right?

As far as I can see there aren't any major issues with the components you chose.
They should all work fine together.
I personally would choose a 3200 MHz RAM kit listed here though just to be 100% sure they will work well with your MB:

The RAM you choose isn't listed on the AsRock QVL or G.Skill's compatibility list for your MB so it might not run at 3200 MHz.
