Morning guys. Long time lurker, first time I am stumped and having to ask for some much needed help. I Built this system about 2 months ago. It seems to work flawlessly until I shut down the game that I am playing. I am having no issues gaming at all. No crashes, no BSOD, and I can run any game for hours without so much as a hiccup.
The problem happens when I close a game. Take Battlefield1 for example. I can play without issue, but when I close it, my system becomes mostly unresponsive. I cannot load another game or the same one I was playing. I cannot load Firefox or Chrome. Cannot open my AMD settings for my graphics card. Firefox, for example is listed in my task manager as running when I try to open it. Trying to force it to shut down is impossible. Chrome window will pop up but gets stuck in a loading loop screen(nothing shows up). There are some programs that will actually load, like Mumble and core-temp. The system won't shut down properly either. If I "Start/shutdown or restart" it just seems to be stuck trying to shut down leading me to manual shut down and getting the boot option upon powering back up. This issue doesn't happen all of the time either which makes it more confusing. It seems completely random.
I have been building systems for myself, friends and family for 20 years and have never seen this before. Usually a quick search has always helped me but I cant seem to find another thread anywhere with this particular issue. My temps seem good. I have the latest drivers for my graphics card (uninstalled cleaned and re-installed). I am pretty sure I am up to date on my other drivers. Took forever and a day to get all of the windows updates (Windows 7) No issues with AV or Malware. Ran programs multiple times. I have not OC this system yet (normally do a little). Any help is appreciated.

The Case, PSU and cooler are the only components that aren't new. They are all 3 1/2 years old.
