Question New Gateway Laptop won't boot

I have a new Gateway laptop, which sat in the box for over a year. Tried to start up, just keeps trying to boot. Has the window logo in blue with preparing underneath. Error message about windows -- The computer restarted unexpectedly and window installation cannot proceed. OK to restart computer but comes right back to what was just described. I have no windows disc etc.

Yes, it has never been booted up, but the charger does make it so it will try to start. When the error screen comes up the red light next to where the charger plugs into the laptop blinks red.

is the a manual? blink red might mean not enough to start

No manual. I can look for one online. Just used a new charger to make sure there was not an issue with the charger. Any step with the F keys F8, F10, F12 or F6 does nothing. I did just hit ESC button and get into the Utility Set up

should have said not enough battery/power to start

Not sure what you mean by that. I tried disconnecting the battery and just using the charger and still no go. It does start up with the windows logo, then the windows error comes up.
