Question New GeForce RTX2070 can’t get recognized by mobo

I own a ASUS Rampage II Extreme mobo and was upgrading my earlier version (gtx285) GPU to a GeForce RTX2070. However when I plug the card in, I get nothing in terms of video. The fans spin but the computer monitor is blank.

Is this an issue where my mobo is not compatible with the new RTX card? The mobo is ten years old. A nice mobo, but I wonder if the new graphics card requires something new that the current motherboard does not possess.

Or, is this a BiOS or Nvidia driver issue?

Windows 10
Seagate 1.5 TB HDD
Twin SSD drives at 250gb each
Core Intel i7 3.2ghz CPU
ASUS Rampage II Extreme mobo
Plextor Blu-ray drive
16 GB RAM DDR3
EVGA GeForce 285 super clocked graphics card
Corsair 850W power supply

I’ve also been thinking about buying a new Mobo and i9 Intel processor along with some DDD4 RAM. My existing power supply and hard drives/ssd will still work I believe. Ditto for my computer case. I bet if I built a new rig, the video card would work.
